People can get those wheels on the E46 having the competition package. Regarding the tail revisions, this is the cheap strategy of providing a tiny refresh in line with its present version to appea potential buyers into investing in a younger model year. They do it constantly with the front skirt and taillights. The E46 did not acquire its taillight update till the 04 vehicles I think.
